Airport charges
Airport charges are the charges paid by the airport and airspace users to cover operational costs and investments in Avinor’s infrastructure.
Charges regulation
The charges regulation includes applicable rates excluding VAT. From 1 January 2005 Avinor has been subject to the VAT Act. All domestic flights are therefore subject to an additional charge of 25 percent. The additional charge does not apply to international flights. The rates in the below table apply to commercial passenger flights for aircraft with MTOW of 8 tons or more. All charges are in Norwegian kroner (NOK):

1) Take-off charge is not payable for the first 6 tons of aircraft weight for aircraft with MTOW of 8 tons or more, with the exception of cargo flights who also pay for the first 6 tons of aircraft weight.
2) The number of service units for terminal charge is calculated according to the following formula: [[MTOW in tons/50]^0,9].
3) The en-route charge is billed and collected by Eurocontrol. In addition to the stated unit rate a collection fee of 0,15 Euro per service unit is charged by Eurocontrol. The interest rate applied to late payments of the en-route charge is set to 11% p.a. More information is available on Eurocontrol’s website, including monthly unit rates in Euro.

2012 rates apply from 1 January 2012. Until then, the 2011 rates apply.

Incentives schemes
Avinor has incentive schemes for new routes, for details see incentive schemes. Avinor wishes to stimulate to passenger growth, and has therefore launched a bonus scheme for passenger growth, effective from January 1, 2011.
Separate charges apply for continental shelf flights:

2) Includes all Avinor airports not mentioned under item 1. At these airports there is a passenger charge as for ordinary flights.
For continental shelf flights, all charges are collected by Avinor AS. The terminal navigation charge is collected for continental shelf flights according to the same priniciples as for ordinary flights. Stated unit rate for 2012 is according to latest reporting sent Eurocontrol. Final unit rate expected to be known early December.
